SUNDAY - FEBRUARY 10, 2008 OPENING GENERAL SESSION SPEAKER 8-10 a.m.; 10:20a.m.-12 p.m.; 1:15-3:15 p.m.; 3:30-5 p.m. David Thornton, Ph.D. Treatment Director, Wisconsin SVP (7.5 Sex Offender Hours) David Thornton holds a Ph.D. in Psychology from the University of Exeter in England, and is currently treatment director for Wisconsin's SVP treatment program. He previously led the team that developed the national sexual offender treatment program for Her Majesty's Prison Service. Involved in the creation of widely used risk assessment instruments for the evaluation of sexual offenders such as STATIC-99 and Risk Matrix 2000, Dr. Thornton developed the Structured Risk Assessment framework that allows the joint assessment of static risk and treatment need. His current research interests include the effect of age on sexual recidivism, methods for integrating results from multiple actuarial instruments, and cognitive measures of sexual interest.

1:15-3:15 p.m. Shanti Duncan M.A., LPC, LSOTP Sexual Behavior Problem Treatment for Girls: Creating a Treatment Program Within an Existing Residential Treatment Center (2 Sex Offender Hours) This presentation will focus on sexual behavior problem treatment for adolescent girls, exploring the challenges of creating a treatment program from the ground up, and integrating it into an existing residential treatment center for abused girls.
Robert Hart, LPC, LSOTP Therapist Techniques for Working with the Juvenile with Sexual Behavior Problems (2 Sex Offender Hours) This presentation seeks to address the following objectives: 1) Brief review of current research on effectiveness of treatment; 2) Brief discussion of differences in juveniles and adults; 3) Specific techniques for treatment providers to use during course of treatment with the juvenile with sexual behavior problems.
Andra L. Teten, Ph.D. Coercive Sexual Behavior Against Women (2 Victim Hours) The Malamuth Confluence model has the most empirical support for predicting sexual violence against women, though salient risk and protective factors vary by developmental phase and culture. This session will present research involving variations in the Confluence Model by age of the perpetrator and culture, and implications for prevention and intervention.
3:30-5:30 p.m. Roman Alvarez, Ed.D., LPC, LMFT, LSOTP The Developmental & Socio-Cultural Issues in the Treatment of Hispanic Juveniles (2 Sex Offender Hours) This session will explore developmental & socio-cultural issues that challenge the Hispanic juvenile sex offenders in treatment. Developmentally and socio-culturally appropriate treatment strategies and supervision for Hispanic juvenile sex offenders and their families.
Jack Butler, MSW, Ph.D. Evaluating Sexual Interest in Children & Adolescents (2 Sex Offender Hours) This session will review how sexual interest develops in children; explain how deviant sexual interest can develop; review how sexual interest can be objectively evaluated using the Abel Assessment of Sexual Interest; and present case examples.
Deborah Morgan/Derrek Glover, Program Specialist for Civil Commitment GPS Tracking of Sex Offenders (2 Sex Offender Hours) This session will discuss active global positioning tracking systems used in the management and containment of sex offenders and sexually violent predators.
MONDAY - FEBRUARY 11, 2008 8-10 a.m.; 10:20 a.m.-12 p.m.; 1:15-3:15 p.m.; 3:30-5:00 p.m. GENERAL SESSION SPEAKER David Prescott, L.I.C.S.W. Sand Ridge Secure Treatment Center (7.5 Sex Offender Hours) David Prescott is the Treatment Assessment Director at the Sand Ridge Secure Treatment Center in Mauston,Wisconsin. He has published articles on risk assessment, interviewing, and providing residential treatment to youth, and has authored, edited, and co-edited books on sexually abused youths. Mr. Prescott is President-Elect of the Association for the Treatment of Sexual Abusers (ATSA), and is on the board of directors for Stop It Now!, an organization dedicated to the prevention of sexual abuse. He is also a member of the Motivational Interviewing Network of Trainers (MINT).

1:15-3:15 p.m. Peter M. Byrne, Ph.D. Spanish PPG Stimuli: Initial Data/Unique Contributions of PPG Data to Sexual Offender Assessment & Treatment (2 Sex Offender Hours) Information on the development of a newly developed set of Spanish PPG stimuli will be presented, along with data from the stimuli. The second aspect of the presentation will be to inform participants on how use of the PPG can provide unique data for the treatment of their clients.
William Schmidt, Ph.D. Deaf and Developmentally Delayed Sex Offenders: Assessment, Supervision and Treatment (2 Sex Offender Hours) This seminar is designed to assist persons working with deaf and developmentally delayed sex offenders improve service provision and diminish legal liability. It will provide an overview of the Americans with Disabilities Act of 1990, an expanded definition of abuse, an outline of five core goals of effective treatment, practical approaches to cognitive-behavioral treatment interventions with the deaf and developmentally disabled, and a team paradigm in the assessment and treatment of developmentally delayed sex offenders.
Winfred Dean (Harris County CSCD, Supervisor) Supervision of Sex Offenders (2 Sex Offender Hours) This session will discuss the unique supervision techniques involved with sex offenders.
3:30-5:30 p.m. Ezio Leite, M.Ed., LSOTP, Lawrin Dean, LPC, LSOTP, Sean Braun, LPC, LSOTP Beyond Static Risk-Dynamic Risk Assessment: A Look into the Dynamic Risk Factors (2 Sex Offender Hours) This session will discuss how to accurately assess the dynamic risk factors presented by an adult sexual offender in the community.
Jorge Carrillo, Ph.D. Developmental Disorder and Sex Offenders (2 Sex Offender Hours) This presentation focuses on factors affecting the nature and purpose of behaviors displayed by ASD individuals (empathy, motivation, etc.), and which should be carefully assessed by individuals along the justice system continuum. The goal of the presentation is to sensitize participants of developmental, emotional, and cognitive issues that need to be taken into consideration by the court system when prosecuting individuals suffering from autism.
Matt Ferrara, Ph.D., LSOTP; Allison Taylor, CSOT Executive Director Supervision of Psychopaths and Other Difficult Offenders (2 Sex Offender Hours) This session will discuss how officers are highly susceptible to manipulation and triangulation. This session will discuss how to recognize and confront the behaviors and how offenders use these behaviors to exploit social norms for their own narcissistic gains and how officers can avoid their own victimization.
TUESDAY - FEBRUARY 12, 2008 8-10 a.m.; 10:20 a.m.-12 p.m. GENERAL SESSION SPEAKER Christopher Lobanov-Rostovsky Program Director, Office of Domestic Violence and Sex Offender Management Colorado Department of Public Safety - Division of Criminal Justice (4 Sex Offender Hours) Christopher Lobanov-Rostovsky works for the Colorado Department of Public Safety/Division of Criminal Justice as the Program Director for the Colorado Sex Offender Management Board (SOMB), which is responsible for promulgating standards and guidelines related to evaluation, treatment and management of sex offenders, as well the implementation of the sexually violent predator assessment and community notification protocols for the State of Colorado. His expertise regarding sex offender management and treatment to the Colorado State Legislature is based upon a 20-year work history that also includes work in sex offender treatment and supervision. He was recently elected Mountain Regional Coordinator for the Association for the Treatment of Sexual Abusers, where he is also a member of its public policy committee.

1:15-3 p.m. VICTIM IMPACT PANEL Texas Department of Criminal Justice, Victim Services Division Victim Impact Panel (2 Victim Hours) This session will discuss the personal impact of sexual assault survivors. The survivors will share their experiences with the criminal justice system.
1:15-3 p.m.; 3:15-4:45 p.m. ETHICS David Richards Assistant General Counsel, Enforcement Division, Office of the General Counsel, Department of State Health Services (3 Ethics Hours) Professional Ethics: The Do’s and Don’ts This presentation will explore the perils of various practice issues, which commonly result in consumer complaints and/or enforcement actions; and an overview of the grievance process should you ever find yourself the subject of a complaint.
